DEVELOPMENT STANDARDS SECTION 1 – WATER STANDARDS 5 bacteriological samples from the main at a source point provided by the developer’s contractor; the costs for obtaining and processing the bacteriological sample will be included in the permit fee; and, the Developer shall be required to pay the City for any additional samples if additional testing is required. The water system shall not be placed into service until the City provides written permission. T. For existing platted lots, the City may enter into Latecomer Agreements with Developers, prior to installation of water mains and appurtenances, in order to provide for the reimbursement to Developers for a pro-rata share of the cost of construction pursuant to Ellensburg City Code as now exists or as may hereafter be amended. U. Any portion(s) of water improvements that are brought to finish grade within roadway sections, shall have a minimum of 6” of risers, or have the ability to lower 6” for future projects. M A I N E X T E N S I O N S 1. All extensions to the water system shall conform to the design standards of the City as set forth herein. The system must be capable of future expansion if required and be constructed of permanent materials. Water main extensions shall be in accordance with the City’s water system comprehensive plan. In cases where larger mains are required, developer may request payment from the City for the costs of oversizing the main. Costs must be prepared by a licensed professional engineer, and the request must be submitted in writing and approved by the City Council prior to commencing work. 2. The Developer may be required to perform main or service extensions to properties that are adjacent to the improvements which will then benefit from the main or service extension. In these cases, the Developer will be required to supply the City with a reasonable cost (material and labor) to perform the work. In determining such cost, the Developer will be required to pay their employees per the requirements of Labor and Industries (prevailing wages) for the additional work required to install service to those adjacent properties not included in their proposal. Upon completion of the work, and receipt of the appropriate L&I documentation, the City will reimburse the Developer for the work. In cases where main or service extensions are desired by the City, developer may request payment from the City for the costs of extending the main or services. P L A N S A N D S P E C I F I C A T I O N S The installation of water main extensions shall be in accordance with construction plans and specification approved by the City, and shall comply with the most current version of the WSDOT Standard Specifications. M E T H O D S A N D M A T E R I A L S O F C O N S T R U C T I O N 1. Water mains shall be class 52 ductile iron pipe with cement mortar lining and push-on joints. All push- on-joints shall be restrained with Field Lok 350 Gasket Joint Restraint or Romac Grip Ring joint restraints, Mega Lug joint restraints distributed by U.S. Pipe, Romac 600 Series joint restraints, or approved equivalent. In cases where HDPE lines are allowed, the HDPE shall be class 160 psi, 2” or 4” IPS, PE 4710, SDR 11. 2. HDPE pipe shall be Class 160 psi, IPS, PE 4710, SDR 11. The Connection to the Ductile iron main (new and existing mains) for a 2” HDPE pipe shall be done by installing a 2” Ford FB500 corporation stop, 2” brass nipple, 2” Gate valve through 2” poly transition fitting. A saddle is required. The connection shall be per City of Ellensburg Standard Details. All in line splices shall be heat fused. The connection to the ductile iron main (new and existing mains) for a 4” HDPE pipe shall be done be installing a 4” tapping sleeve on existing main, and a 4” FL x MJ valve, per City of Ellensburg Standard Details. 3. Fire hydrants shall be installed in accordance with these standards and the current ‘Uniform Fire Code and City of Ellensburg’ fire code, as adopted. 4. Valves shall be installed at all intersections, at each tee and cross, and in line at a maximum spacing of 600 feet.
